MIF concept 2003
The proposed concept for MIF
2003 is an attempt to answer to the technical and organizational problems that
happen during the festival. It is also an attempt to define our real needs and capabilities
and to redefine and set up the new goals of MIF and MIFOC.
Since MIF is the biggest and strongest common
project with the recognized quality and reputation, we think that MIF as such
needs to be used as a tool for promoting and reaching our aims.
We tried to define the basic goals and ideas of MIF and
MIFOC that must not be forgotten (intercultural action, presenting and
spreading the alternative, multidisplinary approach, accessibility, exchange of
people and ideas, tolerance building, sustainability and minimum budget,
education and skill acquiring...) as well as the problems which often appear
and we try to avoid (technical problems due to moving the events a lot,
problems of transport, big number of participants from France and Spain...)
The loss of public space for events and the presentation of the festival becomes bigger and bigger problem every year. Also, there appears a need for the space for the all year work of MIFOC and other organizations / projects of young people and others, which represent the alternative / different culture of this town, or they would represent it if they would have an opportunity. Within MIFOC aims and needs defined, important place is given to securing the place for these activities and by that ensuring the durable existence and more active presence.
That is the reason why we decided that the
concept of 7th edition of MIF (as the strongest and biggest project) needs to be directed at the problem of lack
of space for youth as well as presenting the real need for space that exists in Mostar.
We think that we need to invite or select the artists (of
course leaving enough space for the sector concepts) in accordance with the
theme – lack of space / need for space-
and in that way to act towards this goal. We also want to invite more artists
and creative people from former Yugoslavia and Mostar. In this way we should be
able to present what we do, what we want to do, what does it mean for the
community/society, to stress this need for the space, as well as to show our
competence and capabilities in this domain of work. We want to show that we are
also a part of this society, to motivate the young people to a more active
participation and to unite the work and strength of different
individulas/projects/organizations which act in this town.
But also, there are activities to be held outside of the
central zone (workshops with children, street spectacles, after parties...)
which will promote the festival in the city and attract the visitors to the
central zone. We also find that we need to organize the events in Siroki Brijeg
and Nevesinje, as well as send musicians and other artists to play in other
towns in BiH like Travnik (Alter Art) and Banja Luka (UNS Geto), where we have
already established good relations and where exists a capacity for organizing a
cultural event. That way we have the opportunity to send a message, build
cooperation, support and help, and raise the knowledge about MIF on BiH level.
For central place we propose the Santiceva street, by using the site of RKUD Abrasevic, Disko 088, School 6 and the passage between Disko 088 and Abrasevic, like a VIP passage, or a place for a tent or kitchen. We would ask Disko 088 and Abrasevic one month before, so that we have enough time to prepare the place.
Santiceva street was chosen because it is in the central
zone and the former division line, which gives a special accent to the entire
idea of tolerance, reconciliation, but also to the creative potential to
transform the destroyed and abandoned part of town in the artistic and
creatively decorated space. Abrasevic before the war was a cultural association
and it suits our needs and idea, so it is the first one of the list of the
places we want to invest. It is located in the district zone, in the competence
of the administration with which we already built contacts, and it is not
largely inhabited so we would not disturb the population. Its location is also
neutral so it is accessible to the people from so called «both parts of town.»
Since
all the sites are close to each other, it facilitates the communication and
logistic actions. Abrasevic site can welcome concerts, exhibitions, cinema
projections, bigger theater performances, workshops, but also the bar, stand,
info centar, press conferences... Disko 088 can welcome workshops, exhibitions,
smaller theater performances, video projections...
During the festival we need to put the accent on the work
of young people (especially local ones) and workshops, which need to be
concrete and transparent, to manifest the cultural as well as civil society
action (for example cleaning actions...).
It would be good if we could proclaim different zones
during the festival, like ecological zone (after cleaning actions), creative
zone (workshops and street decoration), antiwar zone, no-border
zone...depending on the concepts of the sectors in in accordance with the theme
of the need for space.
Through these actions, followed by press conferences and
reports, we could clarify to the public, authorities, active young people,
potential donors and media, our goals and the problem of the lack of space for
young people.
Media campaign during the festival needs to be based on
interculturalism, openess, accessibility, tolerance, dialogue development on
all levels, human relations, active work on the fields of culture and civil
society, direct actions and effects. We need to stress the needs of this group
of people, but also those of other people and the society, to stress the real
needs and the responsabilities of the authorites regarding the problems and
needs of young people. Two or three persons should work on this campaign during
the festival permanently.
The festival should be the final point of the six month campaign for getting the space for the center. We hope that until then we can attract the attention of potential donors, make good contacts with the city administration, study the legal procedures and get the support of relevant subjects for this project.
